I looked up the obit - I think the obit is actually saying that Margaret Dougherty was a native of Brooklyn- early obits would often have long run on sentences, divided by commas. I also read the name as Fickett, and not Fickert.

I found this possible census entry

Harriett's death record lists her mother's maiden name as Starr

Here is the obit for that Margaret Fickett

SAN FRANCISCO CHRONICLE FEBRUARY 9, 1930
MRS. MARGARET A. FICKETT SUCCUMBS TO MONTHS ILLNESS AT 74
Death claimed another early San Franciscan yesterday, when Mrs. Margaret A. Fickett, 785 Page St., succumbed to a months illness at the age of 74.
As a girl of 15, she traveled across the isthmus of Panama on the trek with her family to California. She was married here to the late James E. Fickett, for forty years in the draying business, and they lived on Fremont St. on Rincon Hill on the days when that was the Nob Hill of San Francisco.
Mrs. Fickett is survived by six children, all born in San Francisco. They are James E., president of Miller & Lux; Fred F., an official of the Mattson navigation company; Alexander H., with the Pacific Electric Railways in Los Angeles; and Ralph F. with the California Pine Box distributors; and Mrs. Harriet La Chapelle, and Mrs. Edith Baird, both of San Francisco. Mrs. H.D. Carter, of Alameda, another daughter, died several years ago.
Both funeral and burial will be private tomorrow. The body is at Gray's establishment, 1545 Divisadero St.
